Bill Gossett
Chairman
William A. (Bill) Gossett is a Duncan attorney with a general practice, emphasizing oil and gas law, banking law, wills, trusts and estates, and civil litigation. Bill is a graduate of Leadership Duncan Class IV and Leadership Oklahoma Class I. He is a long-time member and multi-time Chairman of the Leadership Duncan Steering Committee and has been a board member of and President or Chairman of the Duncan Chamber of Commerce, Duncan Jaycees, Duncan Rotary Club, Duncan Public Schools Foundation, Simmons Center Foundation, and On the Chisholm Trail Association, a board member and campaign chairman of the United Way of Stephens County, and a board member of the Duncan Area Economic Development Foundation. He is the recipient of the 1987 Duncan Jaycees Distinguished Service Award and the 2009 Duncan Chamber of Commerce Man of the Year Award. He has held numerous positions of local, district and conference church leadership, including being the past Chairman of the Board of Trustees of the Oklahoma Annual Conference of the United Methodist Church. Bill is a graduate of Moore High School, Oklahoma University, and the OU College of Law. He and his wife, Sherry, have three grown children.

Hal Labyer
Treasurer
A Duncan native, Hal Labyer is President of Arvest Bank Duncan.
Labyer received a degree in business from Cameron University and later obtained a master’s from Oklahoma City University. Additionally, he has attended several Oklahoma Banking Association schools and seminars.

Bryce Hooper
Bryce Hooper is the Director of Marketing and Economic Development for Cotton Electric Cooperative.
Bryce serves on the DAEDF Board of Directors with the goal of assisting with anything related to the electric industry and representing the rural area of Stephens County. He lookf forward to adding diversity to the are and benefitting the next generation.
Jay Johnson
Jay was raised in Southwest Oklahoma and is highly visible in the community because of his role as the President and CEO of DRH Health. Jay and his wife Sarah have two boys, Ben and Nick. Jay sees serving on the DAEDF Board as one of the best opportunities to make a direct impact on DRH and our community through recruiting and retaining jobs for Stephens County.
Dennis Loafman
Dennis is a third generation Duncanite and the Superintendent of Red River Technology Center. Dennis and his wife Jane have two children, Davis and Kaitlyn. Dennis says, “When I was coaching, I told my players that they either got better or worse every day; that was a life lesson not specific to athletics.
As a community, I believe we must have economic development to improve. I find it challenging and rewarding to enhance the quality of life for the citizens of our community through the pursuit of economic development and it is a pleasure for me to serve on the DAEDF Board!”
Dream Project: I do not believe there is one Dream Project for Duncan. I think that each project that can build upon existing business and industry or add diversification to our portfolio and enhance opportunities for our citizens is a Dream Project.

Chad Simpson
Chad Simpson, BS, BOCP, LP is the clinical director and co-founder of Dream Team Prosthetics LLC. Chad has been involved in all aspects of the prosthetics profession since 1996.
He has a compassionate heart that is his guiding light for working with individuals with limb loss. He has donated his time to fit amputees all across the world in times of need due to disasters and world crisis situations. He has worked in India, Haiti, Spain and Japan to provide prosthetics to individuals that were victims of natural disasters.
